The opt-out registry for insurers, brokers and lenders

Updated 4 November 2026 · Clearlist Compliance

Insurance and credit offers are among the most common marketing calls in South Africa. If you, your brokers or a call centre sell your products by phone, SMS, WhatsApp or email, you must register on the NCC opt-out registry by 31 December 2026 and check your lists every month.

What counts as marketing for you

Usually not marketing:

What you need to do

  1. Register as a direct marketer on the NCC portal before 31 December 2026. The NCC fee is R2,574.
  2. Check every contact list against the registry before you market, at least monthly. Free until 30 April 2027, then R0.12 per blocked record.
  3. Block opted-out contacts in every tool you market from, and tell anyone who markets for you.
  4. Keep records of each check as proof.

How Clearlist helps

We register you within 48 hours, clean and block your lists every month across all your tools, and send you a one-page report as proof. A single broker or small lender fits Starter (R499 a month). Firms with several call teams or outsourced partners fit Growth (R1,500 a month) or an Enterprise quote from R7,500 a month. NCC fees are passed on at cost.

Common questions

We use an outsourced call centre. What should we ask them for?

Proof that every list they dial for you is checked against the registry before each campaign. We can clean the lists centrally and give both of you the same monthly report.

Does existing consent from our policyholders still count?

Not if they block marketing on the registry. The block overrides earlier consent for marketing.

Does this cover collections calls?

Collections calls are not marketing, so they generally fall outside the registry. Other debt-collection rules still apply.
