How to register on the opt-out registry

Free guide · Updated 4 November 2026 · Clearlist Compliance

If your business markets to people by phone, SMS, WhatsApp, email or post, you must register on the National Consumer Commission's opt-out registry by 31 December 2026 and check your lists against it before you market. Here's how, in plain language.

Check if you're affected (2 minutes)

Do you need to register?

Yes, if your business sends direct marketing: any message that promotes or sells goods or services to a person. That covers insurers and funeral cover providers, lenders, call centres, telecoms sellers, estate agencies, car dealerships, solar installers, and most other businesses that sell to the public.

Usually not covered: messages that don't try to sell anything, such as delivery updates, statements or payment reminders. If a message mixes service and selling, treat it as marketing.

If someone markets for you, you stay responsible. Make sure your call centre or agency checks against the registry too.

What to have ready

Registering, step by step

  1. Apply as a direct marketer on the NCC e-service portal (eservice.thencc.org.za), not the consumer registration.
  2. Accept the terms and submit. Keep your reference number.
  3. Wait for screening. The NCC emails you the outcome. Check your spam folder.
  4. Log in and set your password once approved.
  5. Pay the registration fee from the invoice on the portal. Keep proof of payment.
  6. Set up list checks and run your first one before your next campaign.
  7. File your proof: approval, invoice, payment and every check result.

Your monthly routine

  1. Export every contact list from every tool you market from.
  2. Combine, tidy and remove duplicates.
  3. Submit the list to the registry.
  4. Block every opted-out contact in every tool.
  5. Send the blocked list to anyone who markets for you.
  6. Record the date, numbers checked and blocked, and keep the result.

Seven common mistakes

  1. Thinking old consent still counts. A registry block overrides it.
  2. Checking once and stopping.
  3. Cleaning one tool and forgetting WhatsApp or the dialler.
  4. Assuming your call centre handles it.
  5. Leaving registration to late December.
  6. Keeping no records.
  7. Sharing contact lists without a POPIA data processing agreement.
